The Clerk of Court's Office is located in the new Horry County Government & Justice Center, located at 1301 Second Avenue
in Conway, South Carolina.
The Horry County Government & Justice Center is comprised of a two-story Government Wing and a three-story Justice
Wing, which are joined by a glass atrium. The Government Wing contains the following departments: County Administrator's
Office, Budget & Revenue, Finance, Public Information, Human Resources, County Attorneys, Assessor, Auditor, Treasurer,
Code Enforcement, Zoning, Planning, and the Register of Deeds Office.
The Justice Wing is comprised of 11 courtrooms, the Sheriff's Office, Clerk of Court, Family Court, Circuit Court,
Probate Court, and the Solicitor's Office. The atrium will also host the security entrance into the Justice Wing, where
visitors will be greeted by the Sheriff's Office and checked by metal detectors before entering the wing.
Parking is available on Third Avenue, Second Avenue, Beaty Street, and Elm Street, which surround the Center with
no fee. There is also a main parking lot for the Center, which is located on Second Avenue.
THE CLERK OF COURT ALSO HAS AN OFFICE LOCATED AT THE SOUTHSTRAND COMPLEX, 9630 SCIPIO LANE, MYRTLE BEACH, SC 29577.
ALL SERVICES LISTED BELOW ARE AVAILABLE AT THIS LOCATION EXCEPT FOR FILING OF CIVIL AND FAMILY COURT DOCUMENTS.
Functions
The Clerk of Court's (Circuit and Family Court) purpose is to provide all the services of the judicial system to the general
public. Our goal is to ensure that our services are rendered in a timely and efficient manner. These are but not limited to
the duties our office offers to you:
- summonsing of jurors for civil and criminal court
- filing of civil and family court documents
- processing arrest warrants
- passport applications
- public defender applications
- hawker's & peddler's applications
- notary public registration
- filing of bondsman license
- collection and disbursement of child support and alimony
- collection of general sessions fines and court costs
- custodian of civil, criminal, and family court documents
- preparation and maintenance of civil and family court dockets
Frequently Asked Questions
- What documents are necessary to complete a passport application? The processing of a new passport
application has to be done in person. You need to bring with you your birth certificate, two- 2x2 photos,
and a pictured ID. The application must be signed in the presence of a clerk. The fee is $75 for adults and
$60 for children under 16. This must be in the form of a check, money order, or cashiers check payable
to the Passport Services. In addition, the Clerk of Court charges a $25 fee which is payable in cash, check,
or money order made payable to the Horry County Clerk of Court. Please see attachments to passport application
for procedures for expediting of passports.
- Do I have to serve on jury duty?
Everyone is required to report for jury duty unless they are 65 years or older, have children under the age of
seven and do not work outside of the home. Please complete the juror form whether you meet the disqualifications
or not within two days of receiving and return in the self addressed envelope.
- How can I get copies of court records?
You may come into the office and check any records that are public in our office. If needed, a clerk will
assist you. Copies are $.25 cents a page and certified copies are $1.00 a page.
- How can I see if my child support or alimony has been paid?
We check child support and alimony payments by phone or in person from the hours of 8:00 am until 5:00 pm
on business days. You may inquire by calling 843-915-5081, or we encourage you to use the automated inquiry system at
843-915-5005.
- What means are acceptable for paying child support or alimony?
Credit cards nor direct deposit are accepted. A personal check will be accepted unless you have had a returned
check in the past. You may mail your child support payment to Family Court, PO Box 677, Conway, SC 29528.
Please put your file number on your check, cashiers check, or money order. We also have a night deposit located at
the Government & Justice Center on 1301 Second Avenue, Conway, SC 29528.
- How do I change my mailing address on my child support check?
You may either come in or do it by fax. If you do it in person you must have a pictured ID. If you do it by fax,
we need a copy of your driver's license along with your signature, which must be notarized. The fax number is
843-915-6081. This information will be verified if faxed.
- Can I pay my fine or restitution by check?
Fine and restitution payments are only accepted in the form of cash, cashiers check, or money order.
- How can I receive monies being held in trust for me?
Trust monies are released only by an order signed by a circuit court judge. No exceptions. Any inquires concerning
this may be made to 843-915-6740.
- How can I receive monies that I posted for someone's bond?
Bond monies are not released until the criminal case has been ended. The check is made payable to the party whose
signature and address is on the bond paperwork. Any inquires may be made to 843-915-6740.
- How can I get a Hawker's and Peddler's License?
You must have completed paperwork from the Planning and Zoning Department (843-915-5490) and present it to our office.
Upon receiving signed paperwork from this office, our office will approve. The license fee (10 days or less) is $100.00
Juror Information
- The State Election Commission provides our county with a list of potential jurors each year. The names are collected from voter's registration; driver's license and state issued identification cards. Jurors for each term are then selected through random computer selection. Notices are mailed approximately 30 days in advance of the term.
- Jurors are to park in any available space around the judicial complex. If you park in a 30-minute space, you must post your juror-parking permit clearly in your windshield to avoid a parking ticket. Jurors are to report to the 3rd floor courtroom 3B. It is located in the Judicial Complex.
- Jurors are paid $15.00 per day for each day they appear at the courthouse. You are also paid 20.5 cents per mile to and from your home to the courthouse. Juror checks are usually mailed the first of the following week after service. An excuse is available for any juror at the Clerk of Court's office after your service has concluded. Unless it is a special term of court, jury duty usually lasts only one week.
- It is up to each employer whether they pay you while you are on jury duty. You will need to check with your employer to what their policy is.
- All cell phones and pagers should be left in your vehicle or at home.

- Children - $60.00 to the US State Dept plus the Clerk of Court’s acceptance fee of $25.00 = $85.00
Cards (will not be ready until the late Spring 2008)
- Adults - $20.00 to the US State Dept plus the Clerk of Court’s acceptance fee of $25.00 = $45.00
- Children - $10.00 to the US State Dept plus the Clerk of Court’s acceptance fee of $25.00 = $35.00
If an applicant applies for both the book and card at the same time there is only one $25.00 acceptance fee charged.
Note: The Passport cards are good for land and sea travel only.
There is an additional $60.00 fee to the US State Dept to expedite regardless of whether someone applies for a card or book.
