The Horry County "Envision 2025" Comprehensive Plan is a tool to help guide toward overall community betterment. Each of the seven (7) elements of this Comprehensive Plan, although addressed separately, is inter-reliant and relative to the other elements to formulate a well-balanced blueprint for future growth and development. The latest Horry County "Envision 2025" Comprehensive Plan contains the following seven (7) elements as fully adopted by County Council at Third Reading on April 22, 2008:

  • Population Element,
  • Cultural Element,
  • Natural Resources Element,
  • Economic Element,
  • Community Facilities Element,
  • Housing Element, and
  • Land Use Element;
  • State law has been amended in 2007 to require three (3) more or amended elements within South Carolina Comprehensive Plan Enabling Act. An amended "Housing Element", which will further analyze encouragements in favor of affordable housing and unnecessary, nonessential regulatory requirements that may hinder such affordability, will complement two (2) new elements that aforementioned law now requires.

    Hence, Horry County long range planners are already gearing up to update the latest "Envision 2025" Comprehensive Plan to further include a "Priority Investment Element" and a "Transportation Element".

    Once these updates are complete, the updated plan will be presented to the public for comment through the Horry County Planning Commission, the Infrastructure & Regulations Committee, and finally through Horry County Council.
